Water Contract

  • A service fee of $50 for Property Owners and $100 for Renters is charged to turn the water on. This fee is non-refundable and DOES NOT go toward the final bill
  • Bills are due in this office on or before the 12th of every month and may be paid in the office, through the drive up window, put in our night deposit box after hours, mailed to P.O. Drawer 100 Estill Springs, TN 37330. Credit card payments are also accepted and may be made online, click to pay here or in person at the City Hall. There is a small convenience fee for using this service.  Auto draft is also available by filling out a form during regular business hours at the City Hall. 
  • FAILURE TO RECEIVE A BILL DOES NOT RELEASE YOU FROM LIABILITY TO PAY THE AMOUNT DUE.
  • A 10% late charge penalty is posted to all unpaid bills on the 13th of the month unless the 12th falls on a Saturday or Sunday then the late fee is imposed the following business day.
  • IF BILLS ARE UNPAID BY 8:00 A.M. ON THE MORNING OF THE 22ND, A $50.00 NON-PAYMENT FEE WILL BE ADDED TO ALL UNPAID BILLS AND SERVICE WILL BE DISCONNECTED WITHOUT NOTICE.
  • THE $50.00 NON-PAYMENT FEE WILL BE ADDED TO THE UNPAID WATER BILL AND PAYMENT MUST BE RECEIVED IN FULL WHETHER OR NOT THE WATER SERVICE HAS ALREADY BEEN DISCONNECTED.
  • A $12.00 charge for garbage pickup is added to the water bill each month for customers inside the city limits. Please refer to the new garbage ordinance Title 17 REFUSE AND TRASH DISPOSAL. Garbage cans are the Property of the Town of Estill Springs and are to remain on the Property. If removed when the resident moves they will be chared for the garbage can and legal action will be taken. 
  • On the 1st and 3rd Friday of every month, the city will pick up recycling for customers inside the city limits. Blue recycling bags may be picked up at the City Hall during regular business hours. 
  • Customers have the responsibility to keep their meter accessible to meter readers. No cars are to be parked over meters and dogs should be chained away from the meters.
  • It is the customer's responsibility to inform the clerk at the City Hall Water Department when they move and no longer need water service. Customers should also provide a new mailing address to which the final bill or refund can be sent. Failure to pay final bills will result in the account being sent to a collection agency.
